Discussion


The City Council is considering how to establish a citizens advisory committee for the purpose of resolving the revenue shortfall that exists at NASA Ames Research Center/Moffett Federal Airfield. ... There are several issues that are to be considered in establishing this committee. These include the scope and focus of the committee's review, committee membership, teh selection process for membership on the committee, and the schedule for committee review and recommendations...

Schedule


Because of summer City Council schedules, it is anticipated that the review and recommendations for the committee structure and schedule for implementation will take place the end of August with consideration by the City Councils in Sunnyvale and Mountain View at their September 10th City Council meetings.

...a three to four week recruitment process would begin immediately upon approval and direction to staff. The recruitment process, with council interviews and appointments would result in the committee implementation in mid- to late-October.

At Council direction, staff is continuing to review the property disposal process should the Moffett Federal Airfield property become excess... This report should be completed in September. Additionally, NASA has stated that they intend to have the final Environmental Assessment on air cargo completed by October 15th... Therefore, implementation of the committee could commence with review of these documents and a base for the committee's work plan.

It is still anticipated that the committee review process will take a minimum of six months, which means that any review of recommendations will not occur before Spring, 1997. NASA continues to commit that no legislation on air cargo will proceed prior to the citizen review process.


I would add that at Rep. Eshoo's town meeting in Los Altos, she responded at length to a question from Mat Allen, and committed that she would not bring any such legislation before Congress until the two cities reached a consensus on what should be done.
