Subject: Community Groups Opposing Airport Noise and Pollution

For this week's meeting I enclose information on some groups opposing airport expansion plans. Nationwide, expansion of both cities and of airports is bringing them increasingly into conflict. I believe the Airport Noise & Capacity Act of 1990, by removing the "middle ground" of limited aviation, has made these conflicts increasingly bitter: it's all or nothing. I'm including a subset of the information with this note. The complete text with links to original sources may be found at http://www.best.com/~walterb/moffett/advisory/ or I can provide hard copy of any particular documents of interest to city staffs.

SJC airport expansion

If groups neighboring SJC were just NIMBY's they might advocate sending their unwanted airplanes our way. But instead, they question the need for airport expansion.

(The County's DEIR baseline for analysis assumes that military operations will continue at MCAS El Toro if the site is not converted to a commercial airport. Yet, the U.S. Congress mandated the Department of the Navy to close MCAS El Toro by July 1999. The DEIR does not identify or analyze the issues of duration of noise exposure and the effects of nighttime exposure. Remember, current flight operations at MCAS El Toro start at 7:00 a. m. and cease at 10:00 p.m., with very limited operations on the weekend and holidays.)
