Moffett Community Advisory Committee

The Joint Cities Community Advisory Committee (CAC) on Moffett Federal Airfield was established by the Cities of Mountain View and Sunnyvale. The purpose of the CAC was to review the revenue shortfall conditions at MFA and recommend ways NASA Ames Research Center may close the revenue gap. Formed in November 1996 the CAC consisted of nineteen members. Each City had nine appointees with a nineteenth member representing the Santa Clara County Cities Association.

There were many positive ideas agreed by consensus of the committee. The issues of most controversy were related to aviation at Moffett. The summary of two most controversial votes is listed below.


June 5, 1997 Air Cargo

Vote "Yes" means: Conditionally Acceptable

Vote "No" means Air Cargo is NOT acceptable under any conditions.

June 16, 1997 Let People Vote

Vote whether to include the following recommendation in the final report:

"The two city councils should consider placing the major proposed changes at MFA that they deem necessary before the community for a vote."

Vote "Yes" means people should vote

Vote "No" means, people should NOT vote.

The committee issued its report in June, 1997, considering numerous proposals for activities at Moffett. The report was received by the cities of Sunnyvale and Mountain View.

Meanwhile, NASA itself took air cargo off the table in favor of a more positive "Six Point Program" for future Moffett development. In November, 1997, the Sunnyvale City Council unanimously voted to declare air cargo unacceptable, joining Mountain View which had already declared air cargo unacceptable in a resounding city wide vote in 1996.
